There are three of the things I ask myself about when I write a story. Number one - who is the main character, number two - what happens to them and finally, where does story take place. I sometimes get drawn to a certain place like for example Harlem, New York. I've been there and when I thought about my character she felt like a girl from New York city. My current story needs to take place there. New York has tenements, brownstones, artsy areas, very wealthy areas but these people still live in apartments; it's also a city miles away from the Adirondacks. (The Adirondacks has millions of acres of land ranging from high mountain peaks, cliffs, rivers, lakes, and streams.) I couldn't think of a more diverse and urban city. I knew I needed a place where it snows so that cut out LA. I needed a large nature preserve, so Chicago was out too. The climate cut out most southern states. I knew that a tough city girl from NYC was different from a tough city girl from the West Coast.
Right now you should be thinking about your protagonist and what happens to him/her. Now where does your story take place? Describe this place and think about why you've chosen this city, country to be the dwelling place for your characters.
